That cost and time frame for a con\u00adtract en\u00adtered in\u00adto by the Air\u00adports Au\u00adthor\u00adi\u00adty of T&T board and No\u00advo Tech\u00adnol\u00ado\u00adgy In\u00adcor\u00adpo\u00adra\u00adtion Ltd\u2014for sup\u00adply of au\u00adto\u00admat\u00aded im\u00admi\u00adgra\u00adtion kiosks\u2014has raised \u201cred flags\u201d for Gov\u00adern\u00adment, which has or\u00addered a probe of the con\u00adtract.<\/p>\n

Na\u00adtion\u00adal Se\u00adcu\u00adri\u00adty Min\u00adis\u00adter Stu\u00adart Young yes\u00adter\u00adday an\u00adnounced for\u00admer Jus\u00adtice Rol\u00adston Nel\u00adson will probe the mat\u00adter and re\u00adport in two months.<\/p>\n

Young said part of the con\u00adtract which al\u00adso both\u00aders Gov\u00adern\u00adment con\u00adcerns con\u00adtract ter\u00admi\u00adna\u00adtion. This will re\u00adquire the State to pay the com\u00adpa\u00adny the month\u00adly cost for all sev\u00aden years of the deal\u2014a to\u00adtal of al\u00admost US $43 mil\u00adlion.<\/p>\n

At yes\u00adter\u00adday\u2019s post-Cab\u00adi\u00adnet me\u00addia brief\u00ading, Young con\u00adfirmed a PNM-ap\u00adpoint\u00aded AATT board\u2014but not the cur\u00adrent board\u2014was in\u00advolved.<\/p>\n

\u201cThe con\u00adtract has very oner\u00adous terms. We saw mas\u00adsive red flags and need to ask \u2018why did you en\u00adter this con\u00adtract and on whose au\u00adthor\u00adi\u00adty did you en\u00adter it\u2019,\u201d he said.<\/p>\n

\u201cI\u2019m not say\u00ading any\u00adthing was done wrong by the board, but red flags have been raised and from de\u00adci\u00adsions, we\u2019ve seen it looks as though there may be cir\u00adcum\u00adstances in the en\u00adter\u00ading in\u00adto of the con\u00adtract we\u2019re not com\u00adfort\u00adable with\u2014cer\u00adtain\u00adly the terms we\u2019re not com\u00adfort\u00adable with.\u201d<\/p>\n

He said the State hasn\u2019t paid the full US $510,000 month\u00adly fee for the au\u00adto\u00admat\u00aded pass\u00adport kiosks, \u201cso they (com\u00adpa\u00adny) are claim\u00ading we owe them.\u201d<\/p>\n

Young said Cab\u00adi\u00adnet was un\u00adaware of the con\u00adtract which was signed in 2017 and a sup\u00adple\u00admen\u00adtal con\u00adtract signed in March 2018. He said it ap\u00adpeared the ini\u00adtial in\u00advolve\u00adment on the is\u00adsue might have been through the Na\u00adtion\u00adal Se\u00adcu\u00adri\u00adty Min\u00adistry, but it ap\u00adpeared there was no in\u00advolve\u00adment of the Works Min\u00adis\u00adter, un\u00adder whose purview AATT falls. Young, who be\u00adcame Na\u00adtion\u00adal Se\u00adcu\u00adri\u00adty Min\u00adis\u00adter in Au\u00adgust 2018, said he was un\u00adaware of the sit\u00adu\u00ada\u00adtion and had re\u00adcent\u00adly asked im\u00admi\u00adgra\u00adtion about the kiosks.<\/p>\n

Hous\u00ading Min\u00adis\u00adter Ed\u00admund Dil\u00adlon, who was Na\u00adtion\u00adal Se\u00adcu\u00adri\u00adty Min\u00adis\u00adter from Sep\u00adtem\u00adber 2015 to Au\u00adgust 2018, did not re\u00adply to calls yes\u00adter\u00adday.<\/p>\n

Young ex\u00adplained the \u201cred flags\u201d went up when it be\u00adcame ap\u00adpar\u00adent the con\u00adtract was ex\u00ade\u00adcut\u00aded be\u00adtween AATT and the com\u00adpa\u00adny for in\u00adstal\u00adla\u00adtion of the kiosks for Pi\u00adar\u00adco and To\u00adba\u00adgo\u2019s air\u00adports. The con\u00adtract was first en\u00adtered in\u00adto on De\u00adcem\u00adber 15, 2017 and a sup\u00adple\u00admen\u00adtal con\u00adtract in March 2018.<\/p>\n

Kiosks were launched in 2018 and used on a vol\u00adun\u00adtary ba\u00adsis.<\/p>\n

He said the AATT ap\u00adproached the Works Min\u00adistry for fi\u00adnanc\u00ading for pay\u00adment for the con\u00adtract and Works Min\u00adis\u00adter Ro\u00adhan Sinanan then raised is\u00adsues with the Fi\u00adnance Min\u00adistry, ask\u00ading for Fi\u00adnance\u2019s Cen\u00adtral Au\u00addit unit to ex\u00adam\u00adine the pro\u00adcure\u00adment and ten\u00adder\u00ading process\u00ades.<\/p>\n

Cab\u00adi\u00adnet ap\u00adpoint\u00aded Young, Sinanan and Fi\u00adnance\u2019s Colm Im\u00adbert to re-ex\u00adam\u00adine doc\u00adu\u00admen\u00adta\u00adtion sur\u00adround\u00ading the is\u00adsue.<\/p>\n

Young said cir\u00adcum\u00adstances sur\u00adround\u00ading the first con\u00adtract and the \u201cstrange\u201d sup\u00adple\u00admen\u00adtal one in 2018 mer\u00adit\u00aded ur\u00adgent in\u00adves\u00adti\u00adga\u00adtion.<\/p>\n

Young said: \u201cWe have se\u00adri\u00adous con\u00adcerns with ex\u00adpen\u00addi\u00adture of this sum. The US $510,000 month\u00adly fee would al\u00adso be just over TT $3 mil\u00adlion month\u00adly\u2014TT $40 mil\u00adlion an\u00adnu\u00adal\u00adly.<\/p>\n

\u201cBut AATT wouldn\u2019t have got\u00adten pro\u00adgram\u00adming rights to the kiosks af\u00adter pay\u00ading for sev\u00aden years. Most as\u00adtound\u00ading, ATTT didn\u2019t have arrange\u00adments to cov\u00ader fi\u00adnan\u00adcial pay\u00adments. He said an air\u00adport tax was pro\u00adposed to cov\u00ader the kiosk cost but by the time the con\u00adtract was en\u00adtered in\u00adto there was no law in place to make kiosks manda\u00adto\u00adry.<\/p>\n

Young said rec\u00adom\u00admen\u00adda\u00adtions on the is\u00adsue made to Cab\u00adi\u00adnet were ap\u00adproved yes\u00adter\u00adday. The Works Min\u00adistry will now seek in\u00adde\u00adpen\u00addent le\u00adgal ad\u00advice on the con\u00adtract, le\u00adgal oblig\u00ada\u00adtions by AATT and the state and how the process start\u00aded.<\/p>\n

Works\u2019 le\u00adgal team re\u00adcent\u00adly met an in\u00adde\u00adpen\u00addent coun\u00adsel re\u00adtained on the mat\u00adter. He didn\u2019t give cost of the coun\u00adsel but added le\u00adgal fees would nev\u00ader be the $1.4 bil\u00adlion paid dur\u00ading the Peo\u00adple\u2019s Part\u00adner\u00adship\u2019s tenure.<\/p>\n
