{"id":16274,"date":"2021-04-26T16:14:53","date_gmt":"2021-04-26T21:14:53","guid":{"rendered":"https:\/\/projectcalls.com\/dev?p=16274"},"modified":"2021-04-26T16:14:53","modified_gmt":"2021-04-26T21:14:53","slug":"govt-procurement-reform-delayed-beyond-other-acts","status":"publish","type":"post","link":"https:\/\/projectcalls.com\/dev\/govt-procurement-reform-delayed-beyond-other-acts\/","title":{"rendered":"Govt Procurement Reform Delayed Beyond Other Acts"},"content":{"rendered":"<p id=\"h242510-p4\" class=\"permalinkable\">The Public Procurement Act\u2019s implementation will take place two months later than other key financial reforms to give all government ministries and agencies time to adapt, it was revealed yesterday.<\/p>\n<p id=\"h242510-p5\" class=\"permalinkable\">The Act, which will govern all public sector bidding processes and contract awards, will take legal effect on September 1, 2021, whereas the Public Finance Management Act, Public Debt Management Act and the Statistics Act will all come into force from July 1.<\/p>\n<p id=\"h242510-p6\" class=\"permalinkable\">Marlon Johnson, the acting financial secretary, explained in a statement that the Ministry of Finance asked that the Public Procurement Act\u2019s \u201cappointed day\u201d be pushed back a few months given the significant operational changes it requires within the government.<\/p>\n<p id=\"h242510-p7\" class=\"permalinkable\">He explained: \u201cThe Procurement Act requires changes at all central government ministries and departments, as well as state-owned enterprises and authorities. It will require significant staff training, vendor education and awareness, and the establishment of new functions such as a tribunal to handle disputes,\u201d he said.<\/p>\n<p id=\"h242510-p8\" class=\"permalinkable\">Speaking to the importance of the legal reforms, Senator Kwasi Thompson, minister of state for finance, added: \u201cThese substantial new pieces of legislation are truly transformative and will revamp the way the public sector works regarding financial and data management.<\/p>\n<p id=\"h242510-p9\" class=\"permalinkable\">\u201cEach Act raises the standards of existing government processes to meet global best practices with a focus on transparency and accountability.
