{"id":6125,"date":"2018-07-05T12:15:59","date_gmt":"2018-07-05T17:15:59","guid":{"rendered":"http:\/\/projectcalls.com\/?p=6125"},"modified":"2018-07-05T10:50:22","modified_gmt":"2018-07-05T15:50:22","slug":"senate-passes-amendments-to-public-procurement-act","status":"publish","type":"post","link":"https:\/\/projectcalls.com\/dev\/senate-passes-amendments-to-public-procurement-act\/","title":{"rendered":"Senate passes amendments to Public Procurement Act"},"content":{"rendered":"<p>KINGSTON, Jamaica \u2014 The Senate, on Friday, passed the Public Procurement (Amendment) Act 2018, which seeks to regulate the procurement of goods, works and services by entities of Government.<\/p>\n<p>The legislation, which was piloted by Leader of Government Business and Minister of Foreign Affairs and Foreign Trade, Senator Kamina Johnson Smith was passed with three changes.<br \/>\nOpening the debate, Johnson Smith said that public procurement can no longer be treated as a routine clerical function within a ministry or department, noting that today\u2019s procurement environment is anything but routine.<\/p>\n<p>\u201cIt requires an understanding of dynamic markets, ever-changing technologies and modern purchasing methods. Furthermore, in addition to national regulatory requirements, we have to ensure compliance with international obligations in trade, labour, the environment and in the mitigation of corruption,\u201d she pointed out.<\/p>\n<p>She noted that Government procurement accounts for a substantial part of the economy, at about 30 per cent of gross domestic product (GDP), and therefore a modern regime is needed that ensures value for money.<\/p>\n<p>\u201cWe must ensure that the processes are fair and transparent in the use of tax payers money,\u201d she stressed.<\/p>\n<p>The amendments will better enable Jamaica to meet the objectives of the principal law, aimed at introducing a modern procurement system with clear rules, and the necessary institutional base to ensure equity, fairness, transparency and efficiency.<\/p>\n<p>The Act, passed in 2015, seeks to, among other things, enhance the potential for micro, small and medium-sized enterprises (MSMEs) to compete for Government contracts; increase the efficiency of public entities in delivering timely services, thereby increasing public confidence in Government; harmonise documentation; and allow for electronic submission of bids.<\/p>\n<p>\u2026 <a href=\"http:\/\/www.jamaicaobserver.com\/latestnews\/Senate_passes_amendments_to_Public_Procurement_Act?profile=1470\" target=\"_blank\" rel=\"noopener\">more<\/a><\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p><em>Image:\u00a0\u00a0freestocks.org (<a href=\"https:\/\/www.pexels.com\/\" target=\"_blank\" rel=\"noopener\">Pexels<\/a>)<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>KINGSTON, Jamaica \u2014 The Senate, on Friday, passed the Public Procurement (Amendment) Act 2018, which seeks to regulate the procurement of goods, works and services by entities of Government.
