{"id":7015,"date":"2018-10-17T13:15:38","date_gmt":"2018-10-17T18:15:38","guid":{"rendered":"http:\/\/projectcalls.com\/?p=7015"},"modified":"2018-10-17T11:54:48","modified_gmt":"2018-10-17T16:54:48","slug":"vacancy-interim-chief-procurement-officer","status":"publish","type":"post","link":"https:\/\/projectcalls.com\/dev\/vacancy-interim-chief-procurement-officer\/","title":{"rendered":"Vacancy:  Interim Chief Procurement Officer"},"content":{"rendered":"<div><strong><span class=\"closing-date\">Closing Date: Wed, 24 Oct 2018<\/span><\/strong><\/div>\n<div class=\"vacancies-details\">\n<p>\u00a0<\/p>\n<p>The Government of Montserrat is inviting applications from suitably qualified persons for the post of INTERIM CHIEF PROCUREMENT OFFICER for a period of 6 months within the Ministry of Finance and Economic Management.<\/p>\n<p>\u00a0<\/p>\n<p><strong>JOB PURPOSE<\/strong><\/p>\n<p>To provide support to the Ministry specific procurement policies\u00a0\u00a0 and planning, and provide the lead technical support in government procurement matters.<\/p>\n<p>\u00a0<\/p>\n<p><strong>KEY RESPONSIBILITIES WILL INCLUDE:<\/strong><\/p>\n<ul>\n<li>Arranging all Meetings in consultation with the Chairman of the Public Procurement Board (PPB);<\/li>\n<li>Preparing all necessary documentation and circulating to members of the PPB in preparation for meetings;<\/li>\n<li>Recording, collating and circulating the minutes of meetings held by the PPB and preparing the annual schedule of PPB meetings for the approval of the Chairman;<\/li>\n<li>Managing the procurement process for the PPB. Receiving tenders and ensuring that submission deadlines are met and receipts are issued to tenderers;<\/li>\n<li>Ensuring the security of all tenders;<\/li>\n<li>Maintaining the MoFEM Contracts Register, and monitoring Registers of Ministries and Departments;<\/li>\n<li>Securing all rejected tenders and ensuring that they are returned to tenderer;<\/li>\n<li>Informing all tenderer\u2019s\/bidders of the contract awards made by the PPB;<\/li>\n<li>Advising the various Ministries on matters relevant to the procedures to be followed on Procurement;<\/li>\n<li>Attending and monitoring Departmental Tenders Committee meetings;<\/li>\n<li>Publishing all relevant Procurement reports;<\/li>\n<li>Conducting relevant Training in procurement methods;<\/li>\n<li>Assisting in the development and maintenance of documented standards for procurement governance and procurement process which results in value for money outcomes and minimise procurement risk;<\/li>\n<li>Developing, maintaining, monitoring and updating MOFEM\u2019s contract\u00a0 management and contractor management policies, systems and processes;<\/li>\n<li>Facilitating and supporting best practice tendering and contracting activities to include:<\/li>\n<li>Scrutinizing tender documents\u00a0 for compliance with standards<\/li>\n<li>Publishing Tender adverts<\/li>\n<li>Managing tender opening<\/li>\n<li>Reviewing proposed contract documents<\/li>\n<li>Preparing contract documents for signature<\/li>\n<li>Arranging the signing of contract documents<\/li>\n<li>Facilitating expenditure reviews to identify opportunities to add value through improved procurement<\/li>\n<li>Developing and maintaining a reporting system for contractor and suppliers performance<\/li>\n<li>Developing and maintaining a reporting system which measures the contribution of the procurement process<\/li>\n<li>Contributing to the development of the Ministry\u2019s Strategic Planning and budgeting process and developing operational plans for Unit<\/li>\n<li>Ensuring compliance with the GoM Performance Management and Development System within the Procurement function; undertaking periodical performance appraisal of team members.<\/li>\n<\/ul>\n<p>\u00a0<\/p>\n<p><strong>QUALIFICATIONS AND EXPERIENCE<\/strong><\/p>\n<p>The candidates should:<\/p>\n<ul>\n<li>Have a degree in Public Policy or Business Management or related field from an accredited institution; a Masters\u2019 Degree in Public Policy, Public Sector Management, Business Management, Finance or related field would be an asset.<\/li>\n<li>Have at least five (5) years\u2019 experience in a managerial or senior supervisory role; three of which must be in the area of procurement and contract management practice and methods, or financial management.<\/li>\n<li>Have exposure to government operations at a middle management level.<\/li>\n<li>Have Certification in Procurement through the Chartered Institute of Purchasing & Supply (CIPS) (or prepared to study)<\/li>\n<li>Be familiar with current GoM procurement legislation<\/li>\n<li>Have a high level of verbal and written skills including the ability to compile reports in relation to complex technical and contractual matters in a logical , clear and concise manner;<\/li>\n<li>Have good negotiating, communications (written and oral) and presentation skills;<\/li>\n<li>Be computer literate \u2013 experience with word processing and database capabilities;<\/li>\n<li>Have planning and organization skills;<\/li>\n<li>Have the ability to lead and develop a small team<\/li>\n<\/ul>\n<p>\u00a0<\/p>\n<p><strong>TERMS OF APPOINTMENT<\/strong><\/p>\n<p>Appointments will be made on Contractual basis for a period of 6 months.<\/p>\n<p>\u00a0<\/p>\n<p><strong>REMUNERATION PACKAGE<\/strong><\/p>\n<p>Basic salary is at R7, that is, EC$74,760 per annum (Taxable).<\/p>\n<p>Allowances<\/p>\n<ul>\n<li>Travel \u2013 EC$9,600.00 per annum (non-taxable)<\/li>\n<li>Telephone \u2013 EC$720.00 per annum (taxable)<\/li>\n<li>Entertainment \u2013 EC$3,600.00 per annum (non-taxable)<\/li>\n<\/ul>\n<p>\u00a0<\/p>\n<p><strong>HOW TO APPLY<\/strong><\/p>\n<p>Application forms can be obtained from the Government of Montserrat\u2019s website at\u00a0<a href=\"http:\/\/www.jobs.gov.ms\/\">http:\/\/www.jobs.gov.ms<\/a>.
