CONSULTANCY SERVICES FOR GERMPLASM SPECIALIST

REQUEST FOR PROPOSALS

The Government of Saint Lucia, in collaboration with the International Union for Conservation of Nature (IUCN), and the United Nations Environment Programme (UNEP), as implementing agency, has received funding under the Global Environment Facility (GEF) toward the implementation of the project “Strengthening Access and Benefit-Sharing (ABS) Policies and Institutional Frameworks through Demonstrable Models in Saint Lucia.”

The Department of Sustainable Development, in collaboration with the International Union for Conservation of Nature (IUCN), as Executing Agency, now wishes to procure consultancy services for a Germplasm Specialist.

The objective of the consultancy is to provide technical expertise for the design and implementation planning of Saint Lucia’s National Medicinal Germplasm Network, including assessing existing germplasm conservation and propagation facilities, identifying priority indigenous medicinal plant species, developing operational and governance frameworks, and preparing the technical documentation required for the future establishment and sustainable management of the national network.

The duration of the assignment is expected to be 6 months.

The Department, through the IUCN, now invites interested eligible individual consultants or consulting firms to submit Request for Proposals indicating their qualifications and experience relevant to providing these consultancy services.

Consultants shall be eligible to participate if:

• They are citizens or bona fide residents of an eligible country.
• In all cases, the consultant has no arrangement whereby any substantial part of the benefits of the contract would accrue to a person who is not a citizen or resident of an eligible country.

Eligible countries are members of the United Nations and its specialized agencies.

In the assessment of submissions, consideration will be given to the consultant’s qualifications in plant sciences, botany, agronomy, conservation biology or related disciplines, demonstrated experience in germplasm management, plant propagation, botanical collections or conservation nurseries, and experience in biodiversity conservation and Access and Benefit-Sharing (ABS). Experience working with Caribbean or tropical flora will be considered an asset.

Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract.

The Government of Saint Lucia/IUCN reserves the right to accept or reject late applications or to cancel this invitation partially or entirely. No costs incurred by applicants in preparing and submitting Requests for Proposals will be reimbursed.
