THE Government of Guyana, through the Ministry of Public Utilities and Aviation and the Guyana Civil Aviation Authority (GCAA), has issued a Request for Proposals (RFP) for the engineering, procurement, and construction (EPC) of a new Air Traffic Control Tower at the Cheddi Jagan International Airport (CJIA) in Timehri, East Bank Demerara.
Bidding will be conducted under the National Competitive Bidding procedures as outlined in the Procurement Act 2003 and associated regulations and is open to all eligible and qualified proposers.
The acquisition of the RFP document begins on Friday, February 27, 2026, with a pre-proposal conference scheduled for Thursday, March 12, 2026, at 10:00hrs at the GCAA headquarters, located at Lot 1 Craig and Middleton Streets, Campbellville, Georgetown.
Proposals must be submitted in a plain envelope, bearing no identification of the proposer, and clearly marked on the top left-hand corner: “Request for Proposal for Engineering, Procurement, Construction (EPC) of a New Air Traffic Control Tower at Timehri (CJIA), East Bank Demerara, Guyana.”
All submissions must be delivered to the National Procurement and Tender Administration Board, Ministry of Finance, Main & Urquhart Streets, Georgetown, on or before 9:00hrs on Thursday, April 16, 2026. Proposals will be opened in the presence of proposers or their representatives who attend. No electronic bidding will be permitted, and late submissions will be rejected.
Interested parties may obtain further information from the GCAA during office hours, Monday through Thursday between 09:00hrs and 16:00hrs, and Friday between 09:00hrs and 15:00hrs, starting February 27, 2026.
The project is part of the government’s ongoing efforts to modernise aviation infrastructure and enhance air traffic management capabilities at Guyana’s primary international gateway.
