The ministry of planning, lands, agriculture, housing and infrastructure of the Cayman Islands has launched a notice of opportunity for a submarine cable project aimed at strengthening the resilience, capacity and long-term security of the country’s international telecommunications infrastructure.

The project would deliver additional international connectivity through a new submarine cable connection to Grand Cayman, with an option for an additional link between Cayman Brac and Grand Cayman.

The Cayman Islands government does not intend to enter the telecommunications market directly, but to partner with an experienced international wholesale operator. The government is prepared to offer a one-time grant subsidy as a financial incentive to support delivery of the project.

Ecuador-based Telconet has confirmed that it is participating in the process as part of a consortium comprising Telconet, Caymanian internet provider SALT Wireless and its sister firm Cayman Cable Co.

Liberty Networks, which owns the two cables already connecting the Cayman Islands, Maya-1 and CJFS, may also participate in the process.

In 2024, Liberty Networks said it was considering extending its cable system LN-1, now part of the Manta submarine cable project, to the Cayman Islands. Manta partners include Liberty Networks, GoldData and Sparkle.

The notice of opportunity published this week by the Cayman Islands government invites suitably qualified international organizations and consortia to participate in the next stage of procurement for the development, construction, operation and commercialization of a new submarine cable.

The deadline for submissions is March 2.
