The Government of the Commonwealth of Dominica has received financing from the World Bank toward the cost of the Housing RecoveryProject, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) involves the overall coordination of procurement arrangements of the WB-Supported project portfolio in accordance with the Government of the Commonwealth of Dominica [GoCD] and World Bank’s procurement requirements. It is expected that the Specialist will provide significant hands-on support in the preparation and undertaking of procurement activities, and in the provision of training and knowledge transfer to PIU Procurement Officers.  The period of consultancy willl two (2) activities ,ears and renewable yearly.

The Government of theCommonwealth of Dominica now invites eligible consulting firms (“Consultants”) to indicate their interest in providingthe Services. Interested Consultants should provide information demonstrating that they have the required qualifications andrelevant experience to perform the Services. The shortlisting criteria are:

 

QUALIFICATIONS ANDEXPERIENCE

  • Bach elor’s Degree in a relevant subject (Procurement, Law, Engineering, Businessetc.)
  • At least 12 years of direct procurement experience, with at least 5 years conducting procurement under World BankProcurement Guidelines and Regulations .
  • Experience in contract administration, purchasing, vendor management, procurement / logistics management.

  • Experie nce in conducting procurement training, with experience providingWorld Bank specific procurement training an advantage

 

REQUIRED SKILLS AND SPECIALIZED TECHNIQUES

  • Strong leadership skills and ability to respond effectively to deadlines and high pressure sittuations.
  • < TECHNIQUESAbility to design/prepare project procurement plans and tools;

The attention of interested Consultants is drawn toSection III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”July 2016  setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment (i.e. 3.17 of the ProcurementRegulation).

A Consultant will be selected in accordance with the IndividualConsultant Selection Method set out in the Procurement Regulations.

IST 2: International Procurement Specialist

GENERALDESCRIPTION

  1. Hurrican e Maria hit the island of Dominica on September 18, 2017, with catastrophiceffects. Hurricane Maria made landfall as a category 5 s torm (Saffir-Simpson scale), with winds exceeding 170 miles per hour(mph). Hurricane Maria was one of the most rapidly intensifyingstorms in recent memory, strengthening from a Category 2 toCategory 5 hurricane in less than 12 hours. According to official sourc es, thirty persons lost their lives and 34 persons weredeclared missing.

 

  1. The World Bank currently has a portfolio of three investment projects,that require international implementation support: (i) the Disaster Vulnerab ility Reduction Project (DVRP) and an AdditionalFinancing to the DVRP, which focuses on resilient infrastructure and climate data c ollection; the Housing Recovery Project (HRP)which will contribute both to the recovery of housing for households affected by Hurri cane Maria and improve the application ofresilient building practices in the housing sector; and (iii) the Agricultural Livelihoodsand Climate Resilience Project whichaddresses the first phase of agricultural sector’s recovery. Each project has a Project Implementation Unit (PIU) housedwithin its respective line Ministry. The PIUs are responsible for the timely implementation and exe cution of theprograms.

 

  1. A stand-alone Implementation Support Team (IST) will be establish ed under theMinistry of Finance (MoF) and will be a shared resource for these World Bank-funded projects, and will provide speciali stprocurement, safeguards and fiduciary support to the respective PIUs. The PIUs will coordinate and work closely with the IST, drawing on the resources and expertise housed within. The IST staff will mentor and train the staff of the PIUs to build capacitywithin the ministries. This aligns with the GoCD’s directive of strengthening in-house capacity for project implementation andd exe withiution.

 

OBJECTIVES

 

The InternationalProcurement alist will be responsible for the overall coordination of procurement arrangements of the WB-Supported projectportfolio in accordan ce with the Government of the Commonwealth of Dominica [GoCD] and World Bank’s procurementrequirements. It is expected that t he Specialist will provide significant hands-on support in the preparation and undertaking ofprocurement activities, and in the pro vision of training and knowledge transfer to PIU ProcurementOfficers.

 

KEY RESPONSIBILITIES

The Specialist will perform the followingtasks:

    • Accompany the Procurement Officer of each of the th ree PIUs and facilitate meetings with stakeholders toobtain necessary information for preparation of bidding documents, Bid Evaluat ion Reports, Requests for Expressions of Interest(REOIs), Requests for Proposals, including TORs, contracts, and other related proc urement documents.
    • Develop and updatewith inputs from the World Bank Project Implementation Units and relevant ministrie s, the procurement plan for the whole projectsin accordance with the World Bank’s standard format and consistent with the pro curement arrangements (including procurementmethods, thresholds, prior review arrangements) applicable to the project; It is import ant to mention that approval and update ofprocurement plans, shall be through the World Bank STEP system.
    • Prepare with i nputs from the projects, Terms ofReferences (ToRs), bidding documents, Request for Expression of Interest (REOI), Request for Propo sals (RFPs), evaluating bids andproposals, evaluation reports, contracts, and other procurement documents for procurement packages in conjunction with PIUProcurement Officers;
    • Establish close coordination with the procurement officers of each WB proje ct on all fiduciaryaspects of the intervention.
    • Provide guidance and request inputs from the PIU procurement officer, an d serve as keyliaison between the PIU and the IST concerning procurement
    • Provide detailed instructions for the Project E valuationCommittee(s) (to be formed by the projects with the participation of involved institutions of the Government)
    • P rovideguidance to all projects for the continuous update of the Project Procurement Strategy for Development (PPSD), including mark etresearch analysis for procurement packages as necessary;
    • Provide advice to project procurement officers on all issueswith respect to Bank procurement procedures related to the broad set of procurement activities as may arise during theimplementation of the Project.
    • Lead on-the-job- training activities linked to the World Bank procurement procedures;

  • Ensur implementatio full compliance of procurement activities with the World Bank and the Government of Dominica policyframeworks (rules,procedures), elaboration of effective internal controls, proper design and functioning of the projects’procurement managemen t system, operation procedures, controls and harmonization of workflows;
  • Lead processes linked tothe procurement of civi l works, goods, Consulting and Non consulting procedures   on a competitive basis in accordancewith the agreed methods an d requirements included in the Procurement Regulations for Borrowers under IPF: Goods, Works,Non-Consulting and Consulting Servicesdated July 1, 2016; “Guidelines on Preventing and Combating Fraud and Corruption inProjects Financed by IBRD Loans and IDA C redits and Grants (revised as of July 1, 2016)”; and provisions stipulated in theFinancing Agreement;

TERMS OF ASSIGNMENT 

f the services will be 2 years with the possibility of renewal. The contract extensionwill be done on yearly basis depending on for mal performance assessment.

 

DUTYSTATION

The International Se nior Procurement Specialist will work full time in the projectoffice located in the MoF where an adequate space and equipment will be provided to perform his/herwork.

 

REPORTING ARRANGEMENTS

T he International SeniorProcurement Specialist will work under the supervision of the IST Portfolio Manager and will closely coordin ate all activitieswith the PIU Procurement Officer.
